NEW CASTLE, N.Y. -- The developer for the Legionaries of Christ site has changed its proposal for the site, including a new name.
The proposal, formerly called “The Spa at New Castle,” is now known as “Rosehill,” according to an application submitted last week on behalf of Soder Real Estate Equities, LLC, which is a contract vendee for the roughly 96-acre property at 773 Armonk Road.
Unlike the spa plan, Rosehill focuses on residential development, with 60 condominiums proposed. The previous proposal called for 50 condominiums, 34 hotel rooms, a spa, pools and a restaurant. That plan encountered controversy from some in the community who had concerns about items such as traffic, runoff, septic, according to town board meeting minutes from a January scoping session. The commercial nature of the project was also noted by speakers, the minutes show.
Other amenities for the Rosehill proposal include a 75-seat screening room, outdoor and indoor pools, tennis courts, a fitness center and walking trails. The site's main estate and chapel building are preserved, while existing wings would be demolished and replaced with new ones that contain condominium units. Additionally, two new freestanding housing structures are proposed to the south of the estate building and new wings. In total, 50 of the units would go into the new wings, eight in the southern buildings and two in the estate structure.
The proposal will require a zoning change, however. A letter from the developer's legal counsel, Zarin & Steinmetz describes a proposed zone for the site, which would be called a Unique Property Preservation (UPP) Floating District. The current residential zoning for the property is R-2A, which allows for single-family homes on lots of at least two acres. The earlier spa proposal also included a zoning change, with the new zone called the Active Lifestyle Floating District.
The revised proposal is on the town board's work session agenda for Tuesday night. The work session is scheduled to start at 8:30 p.m. and will be at town hall in Chappaqua.
