Environmentalists have long been calling for the ban of fracking, the practice of using water and other chemicals to mine natural gas buried beneath shale deposits, because of the potential to contaminate both air and water, The New York Times said.

The decision comes at a time when oil prices are plummeting as U.S. production continues to surge. The increase, however, is due in part to fracking, The Times said.

Cuomo nearly approved a limited fracking program in counties near the Pennsylvania border in the southern tier, but later backed off due to pressure from environmentalists, The Times reported.
